It sure sounds like you would be a good candidate to consider breast reduction surgery when the time is right. Most patients who have this type of surgery complain of heavy breasts, upper and/or lower back pain, some neck strain, grooving of their bra straps over their shoulders, and some rubbing under the breasts. The breast size should have been relatively unchanged for at least two years before having the surgery. It is natural to have concerns about any elective operation. The surgery is done on an outpatient basis, and usually under general anesthesia, so feeling the anesthetic should not be an issue. You will need two weeks off if you work or in school, and the full recovery can be 6-8 weeks in returning to all activities. Breast reduction surgery is highly successful for most patients. You are smart to do your research now, so you will be ready in another year or two. Best wishes.
Any plastic surgery procedure carries risks. Upper and lower blepharoplasty or eyelid surgery is one of our most common operations, and the satisfaction rate is very high. The risks that you mentioned are possible, but most plastic surgeons have never even seen a case of blindness or double vision after eyelid surgery. Consulting with a board certified plastic surgeon and/or oculoplastic surgeon is very important. Choose a surgeon that has a great deal of experience and one that you relate to well, so consulting with several surgeons may be helpful. We perform eyelid surgery in our fully accredited OR in our office, and successful eyelid surgery can really make a difference for most people. Best wishes.
You will continue to develop over the next few years, so in a sense, you may "grow into your nose" or find that it is very compatible with your face. Age 13 is really too young for an elective cosmetic rhinoplasty, so I would give yourself several more years. Your thoughts can change over time, so enjoy being your age for now. If you find that it still bothers you when you are 16, then obtaining a consultation with a board certified plastic surgeon or several surgeons may be worthwhile. Don't rush it for now. Take your time, enjoy life, and you will make the right decision when the time is right. Best wishes.
