You should be able to wear a retainer without issue after a lip lift. You may have some swelling in the upper lip region but this will not effect your retainer use or your end results.
The short answer to your question is yes, a face lift will tighten that area and improve the very mild ptosis or sagging you have. However, given your young age and lack of skin excess, you might want to consider other, less invasive options first such as CO2 laser, microneedling with radiofrequency, etc to help tighten the skin a bit more prior to jumping to a surgical treatment.
All implants form some degree of capsule around it. I think what he was referring to was the fact that your capsules aren't thickened so we is unable to feel them (which is normal). There are many patients who undergo implant removal without the need for capsule removal and heal just fine without any issues. Hope this helps!
