Would I benefit from liposuction on my neck, jaw, face?

From your photos, the short answer is absolutely, yes. At 38 years old you should still have great skin elasticity. Liposuction of the neck not only removes the excess fat, but it gets the remaining tissue to fibrose (or scar up) to the foundational base of the underchin and neck. In young individuals this works very well and avoids the need for a necklift or facelift. Older individuals that have lost skin elasticity and tone will not have such a good result.

10M post-op; are these my final results?

At 10 months post-op, I believe the photo that you post will be your final result. It looks like you got close to your goal. However, I would have your doctor look to see if some of the fullness could be scar tissue. Often steroid injection can narrow widened tissues caused by scar tissuel.

Do I have gynecomastia or any signs?

From your photos, you do not appear to have gynecomastia. You do not have feminine volume of the breasts or puffiness behind the nipples.
