The best treatment for pre-cancerous spots called Actinic Keratoses is Photodynamic Therapy. It is FDA approved for this and can be covered by your insurance. Fractional laser resurfacing can help with some AK's but is not specifically designed to treat them and is not covered by insurance.
I'm glad you sent in these photos. That appearance is very concerning for possible scarring from the treatment. I think you need to see a Dermatologist for treatment to the areas to help them heal as beautifully as possible. This could include a series of Pulsed Dye Laser treatments, LED and possibly topical therapy as well.
I definitely think that you need to have hyaluronidase injected into that puffy area under your eye. It is most likely the Voluma product there causing the under eye puffiness. Hyaluronidase will dissolve the Voluma within 24 hrs then you can have the area re-treated if needed.
